Health & Safety / Site Set-Up Manager

Civil Engineering Contractor | Permanent Opportunity - North East England


The Role


Due to continued workload and upcoming project requirements, our client is looking to appoint a Health & Safety / Site Set-Up Manager to support the business across a range of live and forthcoming civil engineering projects.

This is a varied, dual-purpose role suited to someone who combines strong practical site management experience with a good working knowledge of:


  • Construction health and safety
  • CDM Regulations
  • RAMS
  • Permits
  • Site set-up
  • Early-stage project controls
  • Operational site management


The successful candidate will take responsibility for ensuring new projects are properly set up from a health, safety, compliance and operational perspective before works commence.

Once a site is established, you may either move on to support the set-up of the next project or remain on site to manage delivery as Site Manager, depending on the needs of the business.

This role would suit an experienced Civils Site Manager, General Foreman, Site Agent, H&S Advisor or H&S-focused construction professional who is confident setting up civil engineering sites properly and making sure the right systems are in place from day one.

The company’s work is primarily focused on civil engineering and infrastructure schemes, including:


  • Roads and sewers
  • Section 278 works
  • Infrastructure works
  • Earthworks
  • Remediation
  • Demolition and site clearance
  • Drainage works
  • Muckshift
  • Enabling works
  • Associated civil engineering packages


Projects range from smaller civils packages through to larger schemes, with durations varying from a few months through to longer-term projects.


Key Responsibilities


The role will involve taking ownership of the health, safety and operational set-up of new sites, including:


  • Reviewing tender, pre-construction and project information before works commence
  • Supporting the preparation, review and implementation of the Construction Phase Plan
  • Ensuring site-specific RAMS are in place, suitable and properly briefed to the workforce
  • Setting up site rules, induction processes, permit systems and inspection regimes
  • Reviewing traffic management, pedestrian segregation, plant movements and site logistics
  • Ensuring suitable welfare, access, signage, emergency arrangements and compound set-up are in place
  • Coordinating with clients, subcontractors, engineers and internal management teams
  • Ensuring service drawings, CAT & Genny procedures and permit-to-dig systems are properly controlled
  • Supporting controls around excavations, drainage, temporary works and lifting operations where required
  • Carrying out site audits, inspections and early-stage compliance checks
  • Maintaining accurate records for inductions, toolbox talks, permits, inspections, plant checks and briefings
  • Ensuring subcontractors are properly inducted, coordinated and working to agreed RAMS
  • Supporting environmental controls, including dust, mud, noise, waste, spill prevention and water management
  • Managing site delivery where required, including programme, resources, plant, labour and subcontractor coordination
  • Promoting a practical, sensible and positive health and safety culture across the business


What We Are Looking For


The ideal candidate will have a strong background in civil engineering site management, ideally with experience across:


  • Roads and sewers
  • Section 278 works
  • Drainage
  • Earthworks
  • Remediation
  • Infrastructure works
  • General civil engineering schemes


You should be comfortable being the person who gets a site properly set up before works start, ensuring the paperwork, systems, people, plant and site controls are all in place.


Essential Requirements


Candidates should be able to demonstrate:


  • Previous experience as a Site Manager, General Foreman, Site Agent, H&S Advisor or similar within civil engineering
  • Strong practical knowledge of civil engineering site set-up and early-stage project controls
  • Experience working on roads, sewers, drainage, earthworks, 278 works or infrastructure schemes
  • Strong understanding of CDM Regulations, RAMS, Construction Phase Plans and permit systems
  • Confidence carrying out site inspections, audits, inductions and toolbox talks
  • Ability to review and implement RAMS properly, rather than simply filing paperwork
  • Strong understanding of plant-heavy environments, excavations, service avoidance and traffic management
  • Good communication skills with clients, site teams, subcontractors and senior management
  • Full UK driving licence
  • Willingness to travel across sites within the region


Qualifications / Training


Ideally, candidates will hold:


  • SMSTS
  • NEBOSH General Certificate or NEBOSH Construction Certificate
  • CSCS card, ideally Manager or Supervisor level
  • First Aid at Work or Emergency First Aid
  • Temporary Works Supervisor or Temporary Works Coordinator training would be advantageous
  • CAT & Genny / service avoidance training would be advantageous
  • NRSWA Supervisor would be advantageous, particularly for Section 278 or highway interface works
  • Environmental awareness training would be beneficial


For this role, SMSTS is likely to be essential, with NEBOSH strongly preferred. NEBOSH may be essential depending on the level of health and safety autonomy the successful person will hold within the business.

  • Capable of managing a site directly when required
  • Looking for a long-term permanent role with a well-established civil engineering contractor
