Permanent Site Agent – Heavy Civils / RC / FRC (PAYE)

Location: Teesside (Wilton)

Salary: Competitive + car allowance/benefits package

Job type: Permanent (PAYE only)

Project duration: Minimum 2 years on this site, initially (strong regional pipeline beyond)


The opportunity


We’re recruiting a Site Agent to join a well-established Tier 2 civil engineering contractor delivering a major long-term civils package on a large industrial site in Wilton, Teesside. This is a high-profile scheme tied to wider net zero / carbon capture infrastructure and offers long-term stability, a strong forward order book locally, and progression for the right individual.

You’ll take ownership of a defined area of works and lead the safe, right-first-time delivery of a complex civils package, managing the site team, subcontractors, programme, quality, reporting and commercial inputs.


Scope of works


The civils package includes:


  • RC foundations and pads
  • Earthworks and enabling works
  • Drainage (install, testing and reinstatement)
  • Reinforced concrete (FRC) structures, including “Toblerone” type structures supporting/protecting large heavy-duty pipelines
  • Interfaces with permits, logistics, and industrial site constraints


Key responsibilities


Health, Safety, Environment & Leadership


  • Carry out site inductions and deliver toolbox talks / briefings (TBTs)
  • Develop, review and approve RAMS (including subcontractor RAMS)
  • Produce Construction Phase Plans and ensure full compliance on site
  • Lead by example on H&S and environmental standards – no shortcuts, no unnecessary risk
  • Maintain QA documentation aligned to ISO 9001, 14001 and 18001 systems and ensure team buy-in and compliance
  • Recognise defective works early and ensure timely rectification; drive “right first time” culture across the supply chain
  • Compile documentation to complete the H&S file and handover packs


Temporary Works / Technical Delivery


  • Fulfil the role of Temporary Works Co-ordinator (or work to that standard), ensuring procedural compliance
  • Apply strong basic engineering principles, setting standards for accuracy and buildability
  • Manage information flow: identify issues early and raise/close technical queries (TQs/RFIs) effectively
  • Problem-solve and troubleshoot on site; drive innovation and improved build methods
  • Identify risks and opportunities and communicate these in regular updates to management


Programme, Planning & Progress Control


  • Fully develop and manage the weekly programme independently (including lookaheads)
  • Monitor progress against programme and plan key deliverables, including procurement schedules
  • Support the Project Planner with programme maintenance and monthly updates
  • Work with a basic understanding of planning software (enough to interpret and contribute to updates)
  • Prepare daily and weekly progress reports for the project


Commercial Awareness & Reporting


  • Maintain accurate records of measurement for direct works and subcontract works to support the commercial team
  • Support the commercial team with variations, quotations and substantiation (records, diaries, photos, progress)
  • Understand contract requirements at a practical level, including NEC (awareness of Clauses 31/32 and Compensation Events – Clause 60s)
  • Contribute to monthly commercial reporting and communicate risks/opportunities clearly to management
  • Review/appraise subcontractors and manage performance, quality and compliance
  • Maintain the necessary records to support cost and programme benefits, including procurement and progress evidence


Stakeholder / Meeting Management & Document Control


  • Chair weekly internal meetings and client progress meetings
  • Produce monthly reports in line with contract requirements
  • Ensure the wider site team comply with daily and weekly reporting requirements
  • Use document management systems correctly and maintain robust records for audit and entitlement
  • Coordinate information and ensure timely responses to client, design and supply chain queries


People / Team Development


  • Mentor and develop Engineers and junior staff; set the standard through leadership and example
  • Encourage collaboration, accountability and a positive site culture
  • Minimum 5 years’ experience delivering civil engineering schemes typically £100k–£15m
  • Appropriate civils qualification: HNC/HND/Degree
  • CSCS card (minimum Gold, ideally Manager/Professional level depending on your route)
  • SMSTS (5-day)
  • Strong background in RC/FRC, plus earthworks and drainage
  • Strong H&S/Environmental awareness and best practice mindset
  • Good IT skills and confident with site reporting / document control
  • Full UK driving licence (clean or low points)
  • Must be willing to work PAYE only (no CIS/day rate/hourly options)


Desirable


  • First Aid at Work
  • Temporary Works Co-ordinator ticket (or demonstrable experience fulfilling the role)
  • Awareness/training across contract forms (e.g., NEC / JCT) beyond core NEC understanding
